Elsenstraße, 13th August 1961. This street was split between two districts: part
of it is situated in Treptower Park (East) and the other one is in Neukölln (West).
The man in front of the fence is an East German propagandist. Despite standing on
the „West“ side of the fence, he is still on East Berlin territory, as the outer
barriers were always put up about a metre within Eastern territory. East German
party officials were deployed by the party leadership as propagandists to distribute
leaflets announcing the ministerial decision, as well as to divert enquiring
passers-by so that the border guards could work undisturbed.
